  • Negotiates with property owners and their representatives for all types of acquisitions and relocation claims and demonstrates knowledge of real estate laws and market.Researches deed information on parcels and contacts property owners or representatives to discuss project impact on propertiesReviews appraisal information and makes fair market value offers, discusses relocation and improvement options, and attempts to negotiate an amicable claim resolution. Initiates declarations of taking when appropriate, assists owners in relocation efforts, and gives legal testimony on assigned property claims. Participates as design project team member to provide technical right-of-way assistance and provides liaison with right-of-way acquisition consultants on department projects. Provides advice and helps resolve problems, interpret policies, rules, regulations, and contract interpretation issues. Records deeds and notice of condemnation, records plans, files court papers associated with the declarations of taking, memorandum of prothonotary, proof of service, and meets with attorneys to satisfy dockets.Performs assigned property management activities such as execution of joint and interim leases, demolition, and boarding and sealing of buildings. Monitors condition of Department-owned properties to ensure appropriate maintenance is performed to avoid liability.Reviews appraisal reports and inventories of improvements in preparation for meetings with claimants.Advises the claimant of their legal rights and benefits under the Eminent Domain Code.Explains the Department's policies and procedures relevant to the right-of-way acquisition, vacating dates, the various types of settlements, the appeal process, Declaration of Taking, site view, Board of View, and jury trial.Assures that required property owner notification letters and portfolios are prepared and delivered, photographs taken, titles searched, and offers are made. Discusses affected properties with supervisor to ensure letting schedules are met and helps resolve difficult problems.Provides relocation assistance to displaced persons and business, computes supplemental payments on relocations, keeps the property manager informed of the status of settlements on claims where demolitions are involved, and performs duties to assist property management.Prepares and maintains all required records and reports, testifies at hearings, and assists the attorneys in court cases.Reviews right-of-way (ROW) documents associated with Highway Occupancy Permits (HOP).Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).Performs related duties as assigned.Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws.3. Immediately report to your supervisor any incident, unsafe practice, or near miss.4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.Essential Functions: 1. Negotiate and acquire real estate for public use, perform real property management, manage an outdoor advertising and junkyard control program. 2. Read, write, and speak clearly. 3. Communicate effectively by oral, written, and electronic means. 4. Input/retrieve information utilizing electronic devices. 5. Maneuver safely around moving traffic and construction equipment. 6. React immediately to hazard warning devices, such as signs, sirens, and alarms. 7. Effectively convey presentations, briefings, and trainings; and speak to individuals/groups. 8. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion. 9. Travel to property sites, courthouses, and other locations for negotiations, research, and testimony. 10. Use required personal protective equipment and be responsible for its care, storage, and maintenance.

  • Minimum Experience and Training Requirements: One year as a Real Estate Technician, OR Two years of experience in technical real estate work and an Associate's Degree, OR Any equivalent combination of experience and training which provides the required knowledges, skills, and abilities.
  • Necessary Special Requirement: Possession of a valid motor vehicle operators license as issued by the Commonwealth of Pennsylvania.
