The Mayor s Office of Immigrant Affairs (MOIA) promotes the well-being of immigrant communities by recommending policies and programs that facilitate successful integration of immigrant New Yorkers into the civic, economic, and cultural life of the City. MOIA is one of the lead agencies for IDNYC, New York City s successful municipal ID program, and spearheads a number of initiatives to expand access to justice for immigrant communities, including efforts on citizenship and immigration legal services.
The work of the Office cuts across a broad range of issues citywide for example, workers rights, health equity, and language access and MOIA works closely with sister cities around the country to advocate for immigration reform and share best practices. The Policy and Legal Advisor will join a robust team of policy and legal staff in a fast-paced work environment with opportunity for initiative and innovation.
The Policy and Legal Advisor will be a member of MOIA s policy and legal team with a primary focus on MOIA s access to justice mission and goals. In coordination with others, and with wide latitude for independent judgment, the Policy and Legal Advisor will analyze, study and report on how federal and other policy and legal changes related to immigration law impact access to legal representation and make recommendations for response. As appropriate, the Policy and Legal Advisor will lead on policy, legislative, and advocacy actions and advise outreach staff on community education materials and strategies, particularly with respect to immigration legal developments.
The Policy and Legal Advisor will also support the development and strategic growth of MOIA s immigration legal services programs ActionNYC and NYCitizenship, as well as support the strategic development of other City programs and initiatives, with the goal of continuing to build infrastructure and services that can best connect and empower immigrant New Yorkers. They will be the primary liaison for Cities for Citizenship, a national coalition of cities that work together to promote citizenship. Last, the Policy and Legal Advisor will support MOIA s work on constituent requests where related to legal service needs.
The Mayor s Office of Immigrant Affairs (MOIA) is recruiting for one (1) Agency Attorney Interne to function as a Legal and Policy Advisor, who will: Analyze, study and report on the effects of relevant federal, state, and local law and policy changes, publicly reported data, provider and advocate reports, and other legal and policy developments impacting immigrant access to justice. Develop research memoranda and reports as appropriate and conduct briefings for senior leadership. Lead and/or support in executing policy, advocacy, and programmatic responses as appropriate, including reviewing proposed legislation, rules, and regulations. Advise on legal services contracting, including reviewing, revising and approving agreements. Liaise with other cities on legal services strategy and citizenship promotion, including by serving as primary point of contact for Cities for Citizenship, a national coalition of cities and partners. Advise outreach staff on community education materials and strategies and review publicly circulated informational materials related to immigration legal developments. Work with MOIA s community services team to serve constituents, with a focus on cases involving legal service s needs. Represent MOIA at inter-governmental, inter-agency, and public events, as needed.
The Policy and Legal Advisor will report to the Senior Advisor for Legal Initiatives.
QUALIFICATION REQUIREMENTS: Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.
Preferred Skills: A law degree and admission to the New York State bar Two to three years of relevant professional experience subsequent to admission to any state bar Experience providing immigration legal services preferred, but not required Understanding of immigration legal services in the nonprofit sector A proven record of providing analytical and technical expertise for complex, interdisciplinary projects involving multiple constituents Strategic thinker with an ability to identify innovative solutions to challenges Excellent written, verbal, and interpersonal communication skills Comfortable in a fast-paced, dynamic working environment
RESIDENCY REQUIREMENT: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. SALARY RANGE: $ 57,944.00 - $ 66,636.00 (Annual) New York City offers an excellent and comprehensive benefits package.
